Hello,
is-it possible to modify "/System/Library/CoreServices/Applications/Archive Utility.app/Contents/Info.plist" ?
I have this message :
The file "Info.plist" could not be unlocked.
Could not add write permission to the file because you do not own it. Try modifying the permissions of the file in the Finder or Terminal.
but it's impossible to modify permissions in the Finder ?

I find a workaround :
copy the file in Documents, modify and restart in Recovery mode (cmd + R), launch the Terminal, and use
cp "/Volumes/Macintosh HD/Users/user/Documents/Info.plist" "/Volumes/Macintosh HD/System/Library/CoreServices/Applications/Archive Utility.app/Contents/Info.plist"

Nothing is allowed to modify the system files.
You might be able to modify it by booting up in Target Disk Mode and modify it from another Mac.
Or, possibly using Single User mode or Terminal in Recovery.
