iOS 13.1.3 update mobile network issues

Today I updated my iPhone 7 to iOS 13.1.3 and about 1 hour later I got a popup that said that my mobile network settings couldn't be updated, and that I needed to update my iPhone. But I had just done that. I noticed right away I had lost cellular network. The status changed to "searching".. I thought it was a bug and backed up the device. I then tried to restore it. but that also failed and and now I get the message below



I have already removed the SIM and tested in another phone. Has anyone else encountered this issue?


Any suggestions? Thanks!

When I restart my phone, it will work for about an hour then back to No service and searching. When it first does this it will say that I need to update my phone before I can get service. I go to my settings thinking the Update didnt take right, and my phone tells me that I am already updated.

Is there a way to go back prior to the update, and completely update again?
