iOS 13.1.3 update mobile network issues

Today I updated my iPhone 7 to iOS 13.1.3 and about 1 hour later I got a popup that said that my mobile network settings couldn't be updated, and that I needed to update my iPhone. But I had just done that. I noticed right away I had lost cellular network. The status changed to "searching".. I thought it was a bug and backed up the device. I then tried to restore it. but that also failed and and now I get the message below

I have already removed the SIM and tested in another phone. Has anyone else encountered this issue?

Any suggestions? Thanks!

If you can't activate your iPhone, iPad, or iPod touch after installing a software update - Apple Support

If you can‘t connect to a cellular network or cellular data - Apple Support

Thanks. Ive resolved it but putting the device in DFU mode. This does seems an iOS issue. After DFU I managed to activate over the air and restore the backup.

When I restart my phone, it will work for about an hour then back to No service and searching. When it first does this it will say that I need to update my phone before I can get service. I go to my settings thinking the Update didnt take right, and my phone tells me that I am already updated.

Is there a way to go back prior to the update, and completely update again?

Same thing happening on my iPhone 11 Pro. Since the update it is stuck on "searching".

I've tried everything and nothing seems to work to fix this.

Looks like the issue has returned. The fix was temporary. Apple really needs to jump on this. Tried updating to iOS 13.2 beta 3 but same thing. Works for a few hours and then goes back to searching.
