Carrier update fail

I’m unable to update my cellular data on my iPhone 7. There is a software update available and I’m connected to my home WiFi but every time I go to update it fails.

Unable to verify update iOS 13.1.3 failed verification because you are no longer connected to the internet. I have no idea how to get my phone working again. I have tried resetting network settings, didn’t work then tried reset all settings didn’t work. Help please
