"Photos cannot load adjustments for this image" error since upgrading to Catalina
I got error messages both on iOS and Mac OS. Any suggestions as to what is going on?
So what am I supposed to do now?

I had the exacts same problem.
One thing I noticed on my computer is that the photos where I would get the "Photos cannot load adjustments for this image"
error message when trying to edit them were photos that had been edited (you can see that with he small three lines with dots in the upper right corner of the photo) a long time ago. It only occurred with photos of mine that had been taken and edited prior to 2016. After that no issue at all.
So I assumed the edited file was corrupted or something. So if you (1) right click on a open photo where you get the error message, then (2) you click "revert to original", and then you click ok if you have a confirmation menu).
It appears then that the old orignal file is ok and I could edit them normally. I had to do that to about 800 photos with edits which were not very important so I didn't lose anything valuable.

I did. I could see the listing of "revert to original" but it was not highlighted as a viable option. Thank you, though. Good thought! I think I tried all the suggestions here.

I think it is not normal that such a major update completely break down many users’s photo library.
i hope Apple releases a fix very soon.
In a world where we're knowingly putting people on planes that aren't safe to fly everything is possible, because we can always fix it in beta, right?
I am having the same issue but with photos taken in 2019 and often Photos closes down. I have sent the report to Apple. they really need to address this issue and supply a fix asap!!

Apple? They never get back to anybody. Those days were in the 80s when the company was ein by smart people and not morons.

Thank for posting. Question. If you get the can’t edit message, as I do, how can you revert to original? Isn’t that an edit?
That's not entirely correct. I believe Aperture, and I think Photos too actually made an entire copy of the photo and applied the edits to that, leaving the source photo untouched.
I'm experiencing the same thing. Revert to Original is grayed out. And, all the photos with issues appear in the Unable to Upload folder in Photos. I tried one thing I saw on these pages about exporting all of them, and then re-importing them. But, they won't export. All that exports are .xmp files but the photos themselves (jpg etc) to not. It was not possible to export them either as originals or as is. Very odd... It affects about 1000 of my photos, and and 50 or so videos.,
Anyone else have any ideas? Has Apple acknowledged the issue?
