Mail preferences window issue

I have this issue with Mail preference window: once opened, it is simply too large for the screen, so I cannot display it in any screen at once. This issue is actually something I have from Mojave (I have two MacBookPros, and both show the issue. I have updated them with a "fresh installation" and without using a back up). Any suggestion?
