iPhone 7 Won't Activate After Doing Full Factory Reset

I did a full factory reset of my iPhone 7 and also updated it to 13.1.3. Now when I try to activate it either with WiFi or iTunes, it tells me "Unable to Activate. An update is required to activate your iPhone." However, I've already ran every update from iTunes and it still keeps saying that. My SIM card works just fine, yet it says No Service on the top and the signal bars show in a "scroll though" kind of mode. Any idea what I can do to fix the problem?
