IOS 13.1.3 update, no more notifications on messenger, IG and whatsapp

I had the same issue and it is now resolved.

1. Update to iOS 13.2
2. Delete 1 of the affected apps
3. Download it again
4. Upon start up of the app - allow notifications when prompted
5. Confirm notifications for the app are now working again
6. Repeat above steps for affected apps

Tried this, but does not work on in built Mail app, worse on iPadOS than iOS, on iPadOS, none of the apps in the task bar provide notifications properly or icon badges, some work ok outside of the task bar. Native Mail app still gets two copies of any Office 365 Exchange ActiveSync Mail and does not notify. Turned off Mail and use Outlook app for now as this seems to work ok.

I am having same issue on 13.1.3 on 7 Plus. Whatsapp messages come but no notifications are shown on the phone. I have tried to restart the phone but no results. Also on my MacOs Catalina on the WhatsApp desktop version I am constantly seeing "Phone not connected". However when I unlock the phone and open the WhatsApp application on the iPhone, then it connects and only then I am able to view the recent messages.

The whole thing is bizarrely irritating. Apple is loosing its pizzaz.

Same for me - also happens with Mail and Outlook, worse if they are in the taskbar!
