As it says if the disk you want to install Catalina on is being used for Time Machine backups then you cannot install
Catalina or any other macOS on it. Open System Preferences> Time Machine and see if your disk is being used
for Time Machine backups. Or use Finder to search for a folder called Backups.backupdb.

I've an external disc I named TM Backup; but both HD and TM backup say they are used for TM Backup. I disconnected the external disc and the HD still indicates its used for TM. Any other ideas allow installation of Catalina?

Have you looked on your iMacs internal drive for the folder Backups.backupdb?
I have the same issue - on installation, my iMac’s HD is greyed out with a message ’This disk is used for Time Machine backups’. It isn’t, and I don’t have the folder mentioned here on my HD.
