I have the 6s Plus, but I haven't gotten the update for iOS 13. My settings say I have 12.4.2, and that my software is up to date. I normally get all the notifications for a new update. Is there something else I need to do?

Are you sure you have the 6s Plus and not just the 6 Plus? If you go to Settings > General > About what is your model number? Also, this can happen if you have an iOS 12 beta version installed. Go to Settings > General > Profiles and if you have an iOS 12 beta profile remove it and then you should be able to upgrade to iOS 13.

You don't and you cannot. 12.4.3 is the latest for your device.
iOS 13 isn't supported by the iPhone 6 and 6 Plus, those aging phones (over 5 years now) do not have enough RAM for iOS 13.
It's supported on the 6s / SE and later.
