On iOS 13.2, my safari page refresh every time when there is a user action on the application, say I've a flip camera functionality on the web application & by taping flip camera safari browser is refreshing the page & loading a fresh, this behavior is observed after updating my iPhone to iOS 13.2 version

It seems to be an issue I too have encountered, I read a lot using Safari and since 13.2 update if I briefly switch to other apps and go back to safari it refreshes all the pages like its run out of memory. Wasn’t an issue with any of the other 13.x updates, hopefully a fix will be had soon cos’ it’s annoying to keep losing my reading place!

If you want to, you can send Apple feedback. They won't answer, but at least will know there is a problem or a suggestion for change. If enough people send feedback, it may get the problem/suggested change solved sooner.
I am also having the same issue on my iPad Pro (3rd Generation). Leaving safari -- even for a brief moment -- can cause the webpages to reload. I wasn't having this issue on iPadOS 13.1.3. I am also finding that the Mail app refreshes more often. There seems to be a RAM management issue with this latest version of iPadOS. It's frustrating that these bugs persist and new bugs emerge with later "more polished" versions of iOS/iPadOS 13.
It’ll probably be a waste of time, as it often seems to be.
Luckily Forbes is covering the problem, and that will probably be noticed by “Tim Apple”. A “top down” approach to the problem will soon be coming, I guess ;-)
I have the same behavior on Safari on ios 13.2 and it interrupts webrtc video calls because the entire page is refreshed rather than simply swapping camera on the iphone.
Please Apple, please. Switching between apps without losing data is necessary for my work. Restore iOS as soon as possible.

do you know the exact apple emaile address that can handle the problem。
the "contact us" always no clear replay，they just say：i know。In the end ，it doesn't solve the problem
this happens with each application you use. now on 13.2, every app closes again and again when you’d minimize it. 13.2 have lot of bugs!
13.2.2 iOS update fixed it!
I still see issues with iOS 13.2.2!
I decided to sign up for public beta, 13.3. Been great for me, no safari or app memory issues. Give it a try!
try to reinstall the 13.2.2 update with ipsw-file trough cable. 13.2.2 is working for me
