My 2010 iPad has IOS 9.3.5 and does not give an option to update to 9.3.6. Am I going to have a problem?

If your iPad is a Wi-Fi Only model (i.e, it is not a Cellular model with a SIM tray), then no.
Only Cellular models of iPad require the update; 9.3.6 is not available for WiFi models.

Your model is a GSM cellular, which is not affected by the issue.

I strongly suggest, in case you haven’t already done so, that you back-up your device now.
If you’re unable to resolve the problem prior to the deadline, you’ll be able to follow the “restore process” for your iPad to the latest signed-version - which will also restore your data from the backup to your iPad.

Not if you have an Wi-Fi only iPad, it only affects iPads with Cellular.
Affected models are:
iPad 2 CDMA Cellular
iPad 3 Cellular
iPad 4 Cellular
iPad mini first gen Cellular
