apple id icon shows 5 updates

apple id icon shows 5 updates are avaiable. I go into app store and select "update" for a single application nothing appears to happen...just a spinning circular ring. Tried entering apple ID then hitting "update"..same thing. looked in downloads area..nothing there.

i have downloaded from other sites with no issue but the app store is giving me problems.

Also...

i see nothing to indicate any download progress.

i see nothing to confirm that i'm signed in.

Am i doing something wrong?

PS. i have hughsnet gen5 satellite internet with a long ping time (600m,ec to 800msec)...not sure if this is a problem

Are you running any anti - virus programs? Using a VPN?

Try setting up another admin user account in System Preferences/Users & Groups to see if the same problem continues. Please post back on whether or not this worked. Also try the Safe Mode. Please post back on whether or not this worked.

set up new user/admin....set up proceeded. Then i tried to download now i get a message ...that "i cant download because i'm a different user (other than original purchaser or the application has been refunded"..or something to that effect. used same email and password in the new user account...its acting different but now there is something new to unravel

i did change address it had...old address was in orlando fl...new address in in pensacola fl...phone number too

tried safe mode on both the original and new account....no joy

more info:...original account isn't letting me sign in to apple store...at least the "sign in" at bottom left never changes

new account after safe mode still giving message that " this update not available for this ID because it was bought by a diff user or item was refunded or cancelled" ..this i dont understand....the app came with the laptop....

new window in the app store came up asking me to "accept"...dont know what this means

think this thing is FUBAR
