I see that your Photo Stream album on your Mac isn't getting updated as you'd expect. There's quite a few on your iPhone, but the Photos application on your Mac isn't showing any, and I'm glad to help.

"I don't see any photos in the My Photo Stream album

If you turned on iCloud Photos, you can find your My Photo Stream photos from your other devices in the All Photos album. If you didn't turn on iCloud Photos and you don't see photos in the My Photo Stream album, follow these steps:

1. Make sure that your Mac has an active Internet connection. Without Internet, updates to My Photo Stream won't appear in Photos.
2. From your Mac, choose System Preferences > iCloud. Make sure that you use the same Apple ID as your other supported devices.
3. Open Photos. Then choose Preferences > iCloud (or Photo Stream).
4. Make sure that My Photo Stream is selected."

Sometimes the My Photo Stream will get reset and only new photos on the phone will show up. Take a couple of photos on your iPhone and see if they appear on your Mac.

Boot into Safe Mode (Use Safe Mode to isoloate issues with your Mac) and reset your photo stream there. Reboot normally and test the stream.

NOTE: Safe Mode boot can take up to 10 minutes as it's doing some system cache cleaning, volume verifying and directory repairing. 

I'm having this exact same problem. Photos taken on my phone are not syncing over to my Mac. I've had to turn off photostream on the Mac and turn it on again and it will update then. But I have to keep doing that every time I want to sync photos.

I've tried all of these supposed solutions, nothing works. Come on Apple pull your finger out and get this working. MacOS is becoming more flaky on every new version. It's crap!
