Amber Alerts Coming In Even When Toggled OFF

iPhone 11 Pro Max, iOS 13.2 -- ever since (it seems) iOS 13 released I continue to get Amber Alerts (when there are any), even though I have them toggled OFF in settings. Wife has an iPhone 11, mother has an iPhone X (both also iOS 13.2) and have their toggled off as well, and they never get the Amber Alerts. I have gotten the same alert 6 times now in the past 12 hours. While I understand the need for them, not being able to NOT get them (while offering us a toggle to do so) makes no sense.

I am in the US (and read that as far as Canada goes they can't be turned off -- but since I'm not in Canada...). I've toggled Amber Alerts on and off, as well as left toggled on (thinking maybe iOS was wonky and seeing toggled "off" as "on") and it makes no difference. I continue to get the alerts.

I've also hard reset (volume up/down power) the device, and it makes no difference, it just doesn't seem to stick (the toggle still shows alerts are off, so they aren't turning themselves back on).

Any ideas?

While I could see that as being possible, I'd think we'd still get the alerts on the other two devices as well. I don't imagine it could be ignoring the toggles just based on the specific device (in my case 11 Pro Max).

Three phones, all iOS 13.2. Mine 11 Pro Max (the one that still gets alerts, even with *all three types of alerts toggled off*). iPhone X and iPhone 11 (both again on iOS 13.2) with *all three types toggled off* do not get the alerts -- we literally were all in the same room last night for a few hours, and I got the same alert three times, they got it zero times.
