Saw this YouTube video about an Excel feature where you can create a dropdown from a list that can be changed, and so the dropdown list too.

At one point I had an AppleScript that looked at a column, made a popup from that, went and pasted it into various places in my spreadsheet. It was finicky, everything had to be just so and I had to be on my Mac to use it. Now I am like, Update the list, sort ascending, format as popup, copy, paste here and there. Can't figure if I am lazy or not.

No. Numbers does not have dynamic Pop-Up Menus.
There is a way to make nested Pop-Up Menus.

While you can create a popup from a list, it will not be self updating.

I hoped you saw the YouTube demonstration for what I want to design.
that would work if I had only one spreadsheet, but I design several tabs to work together, so a dropdown in one table would reference from a main list elsewhere.
