I am using an iPhone XR on IOS 13.1.3. Recently, a weird thing began happening as when I swipe from top right to access control center, notification center just comes down instead. Restarting is a temporary fix, but not for more than a few minutes.

Are you sure you have iPhone XR!
Swipe up from the bottom edge of any screen. On iPhone X or later or iPad with iOS 12 or later, swipe down from the upper-right corner of the screen.
Close Control Center
Tap the top of the screen or press the Home button. On iPhone X or later, swipe up from the bottom of the screen or tap the screen.
Swipe from the upper right corner, not from the upper center.
