since the update of the iPadOS 13.2, do external keyboards work only partially on the right side of the keyboard? Do several people have experience with this?

If you find that the keys 789uiojkl do not work, it is. because you have Mouse Keys turned on. You can turn it off at Settings > Accessibility > Touch > Assistive Touch > Pointer Devices > Mouse Keys

It's only a very few people who have the problem at all, nobody knows why that setting would get turned on for some devices by itself.

Probably the same reason some users are getting the much smaller, floating mini swipe keyboard instead of the larger,,standard keyboard layout.
