IPhone X does not ring when locked.
How can this non-feature be disabled? I constantly miss calls when my phone locks which it does automatically.

Your phone should ring when locked unless one of the following is true:
- You have an Apple Watch - the watch will then show the call
- The Mute switch on the left side of the phone is set to mute (towards the back of the phone)
- You have Do not Disturb enabled - if you open the Control center you will see a crescent moon in the status bar
