“Payment not completed” in AppStore

Whenever I try to download any app, it says “payment not completed”. I have updated my payment information, restarted the phone, and even deleted some apps to free up storage in case that was the problem. I can’t seem to find anything helpful on this as my cards are not being declined (these apps are free to download). Has anyone else had this problem? How do I fix it?
