Apple TV won't restore or update.

My Apple TV just went blank (black screen) and it won't allow me to update or restore.

Apple TV 4, tvOS 13

Please restart your Apple TV and if necessary please reset it per the instructions in https://support.apple.com/en-us/HT202118
