I purchase a brand new iPad 7th generation 128gb from Apple store, but it runs slower then my old iPad 5th gen. 32gb with the same speed network, slow downloading and uploading, it got stuck few seconds a few times the first day!
should i exchange it for another one, or it would be the same??

No.
This is not a normal complaint.
Try resetting your MODEM/router by unplugging from power for 10-15 seconds, or so, then plug back into power and let the MODEM/router re-cycle itself.
Then see what happens.

Maybe you need an updated hotspot device? Perhaps a software update for the hotspot device?
Is this hotspot device old?
Where is your online connection to the Internet initially originating from to use this hotspot device?
What older iPad did you have before purchasing this new 7th gen iPad?
My hotspot is generated by my mobile phone. My iPad was a iPad 2. Yeah,7 years old and still worked great. However I had to update due to the software being obsolete for the apps I use. Hotspot is strong and quick for phone and older iPad. It even ran my desktop pc when I had it.

iPad (7th generation) and iPad (5th generation) use the same Wi-Fi technology. The only speed improvements you would see on the newer iPad would be from running software locally on device.
I have the same problem. The brand new ipad 7th generation is slow. Downloading apps is so slow compare to other ipads and iphones.
iPad apps are, also, larger in file size than iPhone apps.
My new 7th gen ipad does the same thing. Operating really slow. We are using a hotspot that worked well for my old iPad. Is there a setting that needs to be changed?
