Netflix not blocked by Screen Time

I've noticed that Netflix app is not blocking as it should with Screentime. I see other conversations in here about it and followed the steps to reinstall the iOS as well as deleted the app and reinstalled it. I've gone into the settings of screen time and under the entertainment apps have unrestricted a different app and immediately see it update on his phone as allowed and then selected it again to restrict it and it blocks it again almost immediately. I did this same thing with the Netflix app and nothing changes about it and it remains available to use.

The device is an iPhone 6s. Anyone have. fix for this?
