new tcp connections can not establish (Catalina)

Since i Upgraded to 10.15.0 (and following updates) after some (unspecific) time it happens, that Chrome/Safari/Any service using tcp can not establish new connections..

Allready opened webpages do work.. as long as the connection is established.

New connection give Status "SynSent" followed by "Closed".

Established SHHFS dives stay mounted, while SMB drives lose connection.

This happens via WIFI (en0) and also via Cable (Thundebolt en5)

Apps that use tcp/smb connections start hanging one after the other.. ForceQuitting takes up to 4 attempts to really quit the apps. (ie. Chrome, Music, Microsoft Excel)

Only Restart solves the Problem temporary (enforced via control&Command&Power, since regular shutdown hangs endlessly)

MacBookPro 13" Early 2015 3,1 GHz Dual Core Intel i7, 16GB Ram Catalina 10.15.1 installed

(Startig up System takes about 35 seconds.. ?)

Its not the Network itself.. several other Systems within same network (iphone, MacBookPro 2017 10.15.1, MacBookPro 15" 10.13.x, Windows) all work fine.

MacBook Pro 13", macOS 10.15

nettop as monitoring tool used,

Little Snitch Monitor is active, but is not the source iof the problem (deactivated it, even uninstalled it.. still happens)

I takes 2 to 5 hrs, then it happens again.. no software startet or visited specific websites.. so it is kind of reproducable, but nort on purpose..

Reinstalling Catalina from Stick (overriding current installation) did not help.

creating a new Network environment did not help

creating a new user was an other idea, but i did not have the time yet to test an unspecific time with a different user setup (without all tools i need to work)

Any Idea?
