On my son's iPad (iPadOS 13.2.3), it is not possible to access Game Center in the Settings app. In fact, the Settings app freezes. Does anyone else know what is going on, and is there a solution? Many thanks in advance for your insightful response.

Do you have iCloud Family Sharing setup? If so then a restriction may have been set preventing the use of Game Center.

Yes, I do have Family Sharing set up, but Game Center in the Settings app used to work properly, and frankly I do not recall to have set restrictions. He thinks the problem occurred after the update to iPadOS 13.2.3. Furthermore, I cannot find any reference to Game Center in my Family Sharing preferences on either my iPhone or my MacBook Pro (Catalina). Unless I overlooked something, that is. Anyway, thanks for your response.

I too am having the exact same issue on my 12.9" iPad Pro after updating to iPadOS 13.2.3 last night.
Going to Settings-> Game Center just freezes up and cannot get it to log into Game Center so cannot access some of my saved games in Apple Arcade titles 🙁
