Notification for one contact

I have an iPhone X. For only one of my contacts I am not getting Notifications when they text. When they call my phone does ring. I have checked the following:

1. Do Not Disturb is not enabled.
2. I am not hiding alerts for that contact.
3. I checked their contact card and made sure they had a sound assigned. I also changed the sound.
4. I deleted all of the messages for this contact.
5. Deleted their contact.

Is this a new bug?
