Before updating my ipad air 3 to ipados 13.2.3 ,when editing a pdf on Notes or My Files apps I could use my fingers to scroll or zoom while at the same time drawing with apple pencil. Now even when ‘only draw with apple pencil’ mode is on ,on Notes app. While editing a pdf or a photo as soon as my apple pencil touches the screen I cant scroll or zoom with my fingers instead they draw lines aswell. Is there a solution for this?

I have discovered the same issue when opening photos using the files app. I end up marking over my photos and once an image is opened with the pencil my fingers continue to scrawl over it. Strangely opening a photo from the google drive under my locations does not exhibit the same issue. I have reported this as a bug and hope the next release fixes this as I want to use the iPad to import photos from my cameras to file app, and navigate using my pencil. I've tried to iPads on iPadOS and they both do the same thing.
It's so frustrating. I have this same issue. Thankfully my older iPad is still IOS 12. i would do anything to downgrade.
what i don't understand is why this is such a great feature. what is the advantage? why would one want to readjust to two finder scrolling once in markup?
every other app around with drawing allows a true apple pencil only feature. this is a backwards step.
if anyone has a good alternative to Notes that is cloud-based, works well across all devices, and is simple please let me know.
