Why are you putting a red (1) one notification on System Preferences to upgrade to Catalina?

I understand the notification red circle icon on the app icon WHEN it's a security or mandatory update, but WHY when it's an optional system upgrade? I do NOT want to upgrade to Catalina yet. We use a few legacy apps (32-bit), plus we need to make sure our new apps are all updated from those companies first, before we do. This isn't Apple-like. That red icon is a call to action for an issue or notification of something we need to address, it's not an advertisement.
