iPadOS not an option?

My iPad mini 5th generation running iOS 13.2.3 (and earlier) doesn't show iPadOS as an available update. Only iOS updates are offered. Why? Or how can I trigger an iPadOS update?

IOS 13.2.3 is the current iPadOS. What’s are expecting your Mini to do that you are not seeing? IPadOS is just a semantics thing here.

I'm expecting under Software Update to see iPadOS offered by name as shown in virtually every screenshot in online tutorials. I'm also expecting to see options to activate unique iPadOS features like pinned widgets. I do not.
