Face ID won’t set up

My Face ID stopped working. I have the latest firm update. I tried setting up a new Face ID and it will not set up. Keeps saying move face a little up or it changes to a little down. It is also auto focusing a lot during the set up.

See this, If Face ID isn't working on your iPhone or iPad Pro - Apple Support, follow those steps, and if it doesn't work, follow Step 7 and contact Apple Support.
