Rearranging Apps on iPad home screen

No matter how many ways I touch/hold the apps on my home screen so that I can move them around, the apps do not “jiggle.” The only thing that pops up is a box with the options of delete, share, or edit home screen. I tried selecting that, but nothing happens. iOS 13
