I am trying to back up my information to iCloud but it’s not backing up

I have an iPhone 7 that is not working right. I am trying to back up my information to iCloud but it’s not backing up. The phone is able to make texts but not phone calls. So it is partially locked up. I bought a new phone today and I am trying to back up to the cloud so I won’t lose anything. Does anyone know a solution?
