When someone doesn’t accept the Apple payment and it expires where does that money go?

When someone doesn’t accept the apple payment and it expires where does that money go? I checked Apple Pay and wallet and it’s not there but I received a notification saying it’s expired and there is a cross through it which means it didn’t go through but where does it go ?
