Safari No Longer Downloads Videos--- Firefox is Fine

Safari has Stopped All Videos from Downloading:

Opening Safari, when I right-click on a video, and select "Download Video As...", the video just does not download.

Clicking on the Downloads button on the top-right corner of the window shows the file as "stopped" with a orange-colored reload button. Click on it, and the reload is still unsuccessful. And being it in Library, the video is not there.

Mozilla Firefox, on the other hand, does download the same video, and gives me no troubles - none whatsoever.

Are you running any anti - virus programs? Using a VPN?

Try setting up another admin user account in System Preferences/Users & Groups to see if the same problem continues. Please post back on whether or not this worked. Also try the Safe Mode. Please post back on whether or not this worked.

Safe Mode - About

If it works in the Safe Mode, try running this program when booted normally and then copy and paste the output in a reply. The program was created by Etresoft, a frequent contributor.  Please use copy and paste as screen shots can be hard to read. Click “Share Report” button in the toolbar, select “Copy to Clipboard” and then paste into a reply. This will show what is running on your computer. No personal information is shown. If the log won’t post, try posting it in Pastebin and provide a link in a reply. After pasting the report in a PasteBin page, go to the top of the page, and copy the address in the URL bar. Paste that in a new reply.        Pastebin

A/V, VPN, and Security Software:

I have never run any anti-virus software directly on here, though I do on my Virtual Machines.  No VPN usage on the Mac, but for anti-malware, yes I've used MalwareBytes for Mac.  If anything, I can say of my use of A/V software, it is that I have installed Security software on my PC. I got a refund, have turned the software license back to developer. I then put my three basic items I use on Windows. For Note: I need the PC for running things that I could never run on my Mac nor its VM.

Browsers in Safe Mode on Test-Admin Users:

(Screenshots 2 and 3)

Attempting to play the same file in Safari, I got an error of "Unsupported Plug-in" (Screenshot 1). So, this movie would not play in Safari, but it did play in Firefox.  On another note, the history was still accessible on both Web browsers' downloads links. As a result, the files were revealed, and those screenshots show that there was no difference in storage capacity.  Speed of download seemed just as quick as that of Safe Boot.
