I CANT ADD A PASS TO APPLE WALLET!!!

The optional to ad a pass to Apple Wallet isn’t there... this is what I see:

iPhone 11 Pro, iOS 13

My wife has a slightly newer iPhone SE, she can't add a pass to Apple Wallet either.
