Some songs on computer will not sync into iTunes iCloud to play on iPad

I have a smaller percentage of music on my home computer that will not sync into iCloud. If I try to play one of them on my iPad, it says ‘Song is not synced across devices. Go to iTunes to turn on cloud syncing”.

cant sync itunes because of apple music? hello all i recently tried adding some music from my PC to the iphone for the first time, yes i know but i use apple music for everything so ive never had to sync it with my PC before. I plugged in my 7+ and it says cannot sync because icloud music is on, so i go in the phone turn it off in the settings and add my music. I also turned on sync over wifi. Now i still have music in itunes it wont send over to the phone, and when i try to sync it it just says syncing device for a split second and then nothing happens. Is this normal? do i have to manually turn off icloud music before i sync from my PC? this is the biggest PITA Ive ever had to deal with. Thank you apple for over complicating something simple as always.

Can't sync from Windows iTunes: "iCloud Music Library is On" I have ~9,000 mp3s stored on my Windows 10 computer, visible in my iTunes library, and would like to sync them with my iPhone XS. When I first did this it worked OK, but now iTunes just states "iCloud Music Library is On" whereas before I had the option to choose which music files to sync (step 3 here). I have made sure that iCloud Music Library is turned off in iTunes Preferences: I now cannot sync any new music I add to my iTunes library. I've tried reinstalling iTunes, turning sync on my phone on and off and signing out and back in to my Apple account. This happened around the same time I signed up for a free trial of Apple Music - I don't know if that's related. A previous answer to this was to turn iCloud Music Library off on your iPhone, I don't have that option: Any ideas how to re-enable music sync from iTunes to iPhone, not using iCloud? iPhone iOS 15.5 Windows iTunes 12.12.4.1 Thanks in advance, Will.
