Some songs on computer will not sync into iTunes iCloud to play on iPad

I have a smaller percentage of music on my home computer that will not sync into iCloud. If I try to play one of them on my iPad, it says ‘Song is not synced across devices. Go to iTunes to turn on cloud syncing”.

Help is needed, thx
