Apple-ID does not support two factor authentication, but it should!

My Mac tells me my Apple-ID is not available for two factor authentication at this time. On my iphone X, the option for turning it on does not even exist.

A person from Apple phone support says me Apple-ID does not support this function at this moment, and there is nothing I can do about it. I don´t belive the answer, and bet there must be something someone can do.

My region is supported, and everyone I know has an ID that supports it. I have authenticated a device, a phone number and another e-mail address to verify my ID.

Two step auth is working, but I had to remove this to be able to turn on two factor. Though it did not help, when my ID does not support this..

iPhone X, iOS 13
