Home Pod without wi-fi based internet workable?

I have a HomePod in Alaska at home where internet is not available, but I do have unlimited cellular on my iPhone and iPad via AT&T.

Is there anyway to make my HomePod active in this situation? Right now all it does is tell me it can't find an internet signal. The HomePod at my office works wonderfully.

but one can setup a router and create a wifi lan network without the wifi lan network having internet access

I'm pretty sure you need an active Internet connection to complete the set up of the HomePod. Once done you can use local wireless for AirPlay. Siri won't work without the Internet.
