iPhone won't erase all content and settings

I'm trying to erase everything from my previous phone. Not even the last phone I had but two phones prior. When I click on the Erase all content and settings it has a message that says Documents and data are being uploaded to icloud.

I have icloud drive shut off on this previous phone but the message freaks me out. This previous phone; the iPhone 6S hasn't been used since 2017(and have had another phone afterwards; PLUS I just upgraded to the phone I have now, just a few days ago.) so not sure what documents might be loading.

Is it safe to allow it to erase everything?

My options are reset all settings which I have already tried(three times) and everything Including all of my apps and all of my old emails(messages etc)are still on there. My other options are erase all content and settings which is where I’m getting this message about documents and it’s freaking me out. My other options are reset network settings, reset Keyboard dictionary, reset home screen layout, reset location and privacy.
