New iCloud Terms and Conditions

It will not finish this process it just keeps spinning. I tried to verify by sending an email to myself and rebooting the iPad my signal is super so I am not sure what is happening....

I am having some issues with Sonora. my icloud acct needs to have the terms & conditions updated however it gets locked in a wheel of death & i have to force quit.
