Hi, I’m trying to set my Siri remote to turn on/off my tv.

my tv doesn’t support HDMI CEC.

is it possible to set my Siri remote to turn on/off my tv via IR?

Apple TV 4K, tvOS 13

No, this is not possible.

CEC is the protocol used to communicate with other devices and control things like power, switching inputs etc. IR is not capable of doing that.
