Disable drawing in Notes—is it fixed yet?

I use iPad and Pencil 2 to handwrite in Notability. I also use Notes but NEVER want to draw in it. I simply want to edit the text in Notes using the Pencil to select copy, delete, etc. But when I use the Pencil to, say, select a word to edit, up pops the **** drawing palette! I looked in the Notes setting and there's no option to turn activate or deactivate this function. It appears to be always on. After over a year, I'm hoping there's a solution to this annoyance, but haven't been able to find it. Does a solution exist?

To limit drawing in the Apple Notes App to the Apple Pencil:

Settings > Notes > Only Draw with Apple Pencil - switch to ON


Unfortunately, at present, you cannot limit the Apple Pencil within the Notes App to just text selection.
