"ProductMetadata.plist" can't be modified or deleted because it's required by macOS.

Since upgrading to Catalina my trash has a bunch of files that were placed there in the upgrade.

Upon trying to empty my trash I cannot since the OS is using these files somewhere in the OS. The error is the same for every file that I try to delete. ""FileName" Can't be modified or deleted because it's required by macOS." Has anyone found how to resolve this issue so that the trash can be emptied?
