My contacts will not download from icloud

My contacts will not download from icloud onto my MacBook - my messages app and facetime app only show the numbers, whereas on my phone and apple watch, they'll show the contact names. I've refreshed my contacts in icloud, i've removed my internet accounts and re-added them, I've tried everything I can think of. I think it's the actual contacts app, because when I try to create a new contact card, it will not save in my contacts book; every time I try to create a contact, I'll type in the information and save it, and the contacts book will still be blank. Does anyone else have this problem? I'm operating on Mojave, and I have a 2019 MacBook Air
