Denied Apple Card

I've was denied the apple card several times because "We are unable to verify your identification information". After talking with Sachs bank, they thought it might be because i have an international number because I am stationed in Germany right now. (It's funny that they are okay with using an APO address, but not an international number.) So I changed the phone number to the one that I use when I visit the US. Now I've been denied because "You have applied a number of times so we cannot verify the information you have provided at this time."
Has this happened to anyone else?
How long do I have to wait before I can apply again?

You can reapply immediately. at some point though if you are denied too many times you have to wait 30 days. Identity verification for Apple Card or Apple Cash - Apple Support
