I used to be able to have the ability for years and would like it back. Does anyone know how to restore it besides resetting the Apple TV every so often and not setting up AirPlay 2?

I finally found a solution until Apple makes this a proper setting: Airplay can be accessed via Shortcuts app. When you do this, your phone directly controls the volume. Just go into Shortcuts, create a new shortcut and search for “airplay” to find and use it. Siri seems to have issues with it, but at least it can be placed on your Home Screen.
Having the same problem. The fixes above did not address the issue.

Weirdly, I can control the volume just fine when I'm streaming from the Music app on my MacBook. Just not from my iPhone.
The plot thickens. When using AppleWatch series 4 to control iPhone 6S, the broadcast Is done as the true broadcast, not the handoff...
BTW, same when playing from my MacBook Pro (2019 -- macOS 10.14.6): no volume control from my MBP :-(

this makes it work for one or two times after the fix, but then the problem returns. Does anyone else have the same problem, after this fix?
Ahhh!! Apple why. This fixed only worked for one or two times. Tried airplaying a different phone first. Did not make a difference. Just ordered another gen 4 Apple TV. Will be returning it.

step 6 - go to airplay menu and set password as something easy so you don’t need to see what it is to use a new device
Double click the home button and close Apple Music.
Afterwords swipe down to get the iOS media control.
Works for me. But I am now on iOS14. AppleTV still on 13.
If you sign out of iCloud, you are signednout of Apple. So, no Apple services.
You should sign out AND sign in again.

Mine has been working flawlessly for the last 4 days with no issues with multiple zones and volume control. Always air playing from my iPhone or iPad.
