Whenever I try to add any foreign language dictionaries through the Dictionary app on my new MacBook Pro 16", they temporarily appear in the window and once I close the window to add dictionaries, the dictionary disappears. Does anyone know how I can fix this issue?

The foreign language dictionary must be compatible with Catalina and in a format required by the Dictionary application using the Apple Dictionary development process. These are normally drag/dropped into the /Library/Dictionaries folder as *.dictionary packages, but can also be dropped into your local Dictionary folder.
In Finder, press shift+command+G (Go to Folder), and copy/paste the following into that dialog, and press GO. It will open a new Finder window on your local Dictionaries folder.
~/Library/Dictionaries
Drop your dictionary into the open Finder window, and quit that Window. If the added Dictionary is compatible it will be selectable in the Dictionary Preferences, and functional when used from the application.

Can you actually select the preferred System provided dictionaries in the Dictionary application's preferences panel? If you cannot, that is not something that I have experienced in Catalina 10.15.2 or earlier.
This problem is solved in another discussion recently, search for “dictionaries”.
The dictionaries I want to use are not third-party ones, however: they are the ones that came with macOS itself.
