Payment thru Apple

I have a new iPad Pro 3rd generation. I am unable to purchase anything thru the App store. It says to double click in the upper right hand corner but I can't double click. What am I doing wrong?

Cannot change payment I followed the directions above to change payment method on iPad until I’m supposed to click “manage payments”. That button doesn’t exist on mine. What can I do? I’m trying to make an app purchase and keep being told my payment method is expired. When I go to change it I get an error message. So maybe this is two separate issues. But ultimately, how do I update/ add new payment method to make app purchases?

That message refers to the external button, just to the right of where that message is displayed.
