I downloaded PicsArt, but i didnt picked any monthly or annual payment schedule i didnt want to pay for that app and i deleted as soon as I thought its not for me. But apparently it costed me 229₺. I even did not use the app. I learned that it costs me coincidentally . I tried to cancelled my subscription that its done automatically but didnt work.

If you opened the app and used it you are likely to have subscribed to it - and then unsubscribing only stops the subscription, it won't result in any refund.
Purchases are considered final as you know, but you could try the 'report a problem' page to contact iTunes Support and see if they will refund you as a one-off : http://reportaproblem.apple.com
Or you can try contacting iTunes Support via : http://www.apple.com/support/itunes/ww (click on your country's flag, the country where you live, and which is therefore the country on the account ; click on ‘Get support’)

I think I explained myself wrong. I downloaded this app to check how it is then I didn’t like it and deleted i havent subscribed anything. When i saw a fee on my bank account i was super shock and checked it in my icloud account i saw that the app costed 229₺ Annul fee. I directly unsubscribed. But i havent got my refund. Its not the app that i can use it that is why im writing you i dont know how the subscription happened but i didnt even use the app. How can i get my refund?
Have you now cancelled the subscription ? Obviously just deleting an app won't stop a subscription, it only deletes the app.
