What if the reportphishing@apple.com doesn't work? It keeps getting returned to my email box as undeliverable!!

In your actual email - Forwarding as Attachment, BTW - make sure of your spelling

What email "service" are you sending through? (examples - gMail, Yahoo, one of the Apple domains)

I asked for your email provider = the last part of your email address - example > JohnnyAppleseed@gmail.com
FWIW, you will never SEE any action taken about the report of a phishing email anyway...
As a test, email our gracious Hosts and see if it bounces too > communityaccounts@apple.com
If you like, you could tell them IN THAT EMAIL about your bouncing problem
